Sukupuolikiintiö UNM-teoshaussa

UNM-festivaali on päättänyt ottaa käyttöön sukupuolikiintiön festivaalin teoshaussa. Sääntömuutos astuu voimaan vuoden 2018 haussa, joka avataan marraskuussa 2017. Päätös on tehty yhteisesti muiden pohjoismaisten UNM-toimikuntien kanssa.
UNM-festivaalille valitaan joka vuosi seitsemän osallistujaa Suomesta. Kiintiö määrää osallistujien sukupuolijakauman suhteeseen 3 + 4 (3/7 = 42%). Festivaalille osallistuu siis joko 4 miestä ja 3 ei-miestä, tai päinvastoin. Hakijat ilmoittavat sukupuolensa hakulomakkeessa.
Miksi?
Tasa-arvo edistyy vain muutoksella ja toiminnalla. Uskomme, että UNM on tärkeässä asemassa tukemassa heitä, jotka ovat alakynnessä. Etenkin, koska festivaali keskittyy nuorimman sukupolven säveltäjiin ja äänitaiteilijoihin.
Vuoden 2016 UNM-festivaalin teoshakuun osallistui yhteensä 56 hakijaa, joista vain neljäsosa oli naisia tai muunsukupuolisia. Vuonna 2017 hakijoita oli 51, joista 24% oli muita kuin miehiä.
Hauissa valitut osallistujat heijastivat myös tällaista neljäsosajakaumaa:
2017 Islanti: 9/26 (yht. 35) = 25%
2016 Tanska: 12/32 (yht. 44) = 27%
2015 Suomi: 10/29 (yht. 39) = 26%
Pisteytys ja sukupuolikiintiö
Tuomaristo pisteyttää anonyymisti lähetetyt teokset nykyisen käytännön mukaisella pistejärjestelmällä (ks. liite). Valintaprosessin loppuvaiheeseen lisätään prosessi, joka toteuttaa kiintiön.
Pisteitä saaneet teokset jaetaan kahteen listaan: miehet ja ei-miehet.
Näistä kahdesta ryhmästä poimitaan vuorotellen järjestyksessä korkeimmat pisteet saaneet teokset. Teoksia valitaan seitsemän. Listaa jatketaan viidellä varasijalla siltä varalta, että jokin teos joudutaan perumaan.

Muita tasa-arvoa edistäviä toimenpiteitä
- Sukupuolikiintiön lisäksi teoshakuun lisätään sääntö, jonka mukaan sama säveltäjä ei voi osallistua festivaalille kahtena vuonna peräkkäin.
- Teoshaun tiedotuksen pitää saavuttaa nuoret Suomessa toimivat säveltäjät ja äänitaitelijat mahdollisimman laajasti.
- Tuomaristo ei voi koostua vain miehistä (tai vain naisista).
Gender quota for UNM Call for Scores
The UNM-festival has decided to apply a gender quota to their call for works. This will be effective as of this year’s (2018) call. The decision has been made together with the other Nordic UNM boards.
Seven participants are selected each year to represent Finland. The quota sets the ratio of the participants to 3/4 (3/7 = 42%). This means that 4 male and 3 non-male composers will be featured at the festival or vice versa. The applicants make their gender known in the application form.
Why?
Equality improves only with action. We believe that UNM is in an important position to support the under-represented, especially as the festival focuses on the youngest generation of composers and sound artists.
The Finnish UNM board received 56 applications in 2016, out of which a quarter came from female or non-binary applicants. In 2017, applications accounted to 51, out of which 24% were non-male.
The participants of past festivals also displayed the same quarter-ratio:
2017 Iceland: 9/26 (tot. 35) = 25%
2016 Denmark: 12/32 (tot. 44) = 27%
2015 Finland: 10/29 (tot. 39) = 26%
Point-system and gender quota
According to the existent practice, the jury makes their individual selections by assigning points to anonymously sent works. A procedure will be added at the end of the selection process to realize the quota.
The works that received points from the jury are divided into to lists: works by male and non-male applicants.
The highest scoring works are picked from these two lists alternately. Seven works will be selected in this manner. The list is continuted to form a ’runners-up’ list of five piece in case one or more of the works have to be cancelled.
Other measures to improve equality

Other measures to improve equality
- Aside from the gender quota, another rule is applied to the call for scores: a composer having had a work performed at the previous festival cannot apply again the following year.
- The call for scores should gain attention among young Finland-based of Finnish composers and sound artists as widely as possible
- The jury cannot be formed entirely of men (or women).
